Pretty sure it’s a button hook. Used on shoes in the 1800s (and maybe earlier).

Sorry – I should have given a size reference. It is about 5 inches in length. But I looked up Beth’s idea of a button hook on Google Images and she must be exactly correct. I have no idea how old the one we have is, but they are still made and sold today. Thanks Beth!
