Here is a bit of a clue. The view is from the bluff on the campus where my oldest daughter attended undergraduate school. It is to the south of you, but still in the NW. On a major river that starts with the letter “W”. Probably gave it away now!
I was going to say Portland anyway, but I didn’t know the name of the river until I looked it up.
